Chemical Shipment Document Review and Transport Decision Process

Start with cargo information, transport classification and packaging, then review the route, costs and carrier acceptance. You can request an assessment before choosing a departure gateway or carrier.

Shipment review in six steps

Identify missing information before arranging the next review step.

01Cargo and requirements

Provide product names, CAS numbers, complete MSDS, quantities for each product, origin, destination and temperature requirements. Identify missing information first.

02Classification and documents

Check the UN number, proper shipping name, primary and subsidiary hazards and packing group. Where applicable, check EQ codes, limits and declaration requirements.

03Packaging and carton allocation

Check inner packaging and each outer carton for net quantity, dimensions, gross weight, compatibility, photographs and markings. Use D04 and D05 to organize the details.

04Route and responsibilities

Assess mainland departure or a route via Hong Kong against the actual cargo. Confirm pickup, cross-border handover, import readiness and the party responsible for each stage.

05Costs and timing

Check the complete cost, applicable surcharges and timing start and end points for the same service scope. Confirm these for each shipment.

06Acceptance and handover

Arrange handover after carrier acceptance and the agreed documents are confirmed. Pause shipment if information conflicts, packaging is unsuitable or required approvals are outstanding.

Three scenarios and twelve stages

Start with your scenario, then identify missing inputs and the next review step. This navigation does not establish that all services have been authorized or accepted.

Demonstration only — fictional examples

Research samples A/B: list missing MSDS in D01, quantities in D04 and box B01 in D05. Rejected shipment: obtain the rejection notice before reviewing alternatives. FedEx enquiry: leave unknown destination, classification or dimensions marked as pending. These examples show preparation only and have no shipment outcome.

The workbook contains three usable forms. Other deliverables are agreed through manual review. A locally generated reference is not a server receipt or approval.

What information is needed for a cargo document review?

Provide a complete MSDS that matches the cargo, product names and CAS numbers, UN numbers, proper shipping names, primary and subsidiary hazards, packing groups, net quantity per inner packaging, pieces, dimensions, gross weight and destination. Liquid, powder or a hazard class alone does not establish acceptance. Hong Kong FedEx and other channels require shipment-specific checks of cargo, quantity, packaging, service and destination.

Carrier reference: FedEx Hong Kong dangerous goods information. A document review is not carrier acceptance.

What should be checked after a document issue or carrier rejection?

Provide the original rejection notice and submitted documents. Recheck classification, packaging, markings, documents and destination requirements. For a route via Hong Kong, confirm mainland pickup, Shenzhen–Hong Kong road transport, customs declaration and Hong Kong warehouse handover separately. Different documents for one transport leg do not remove requirements for the entire route. Dangerous goods cannot be relabelled as general cargo to resolve a rejection.

Confirm the actual route, executing parties and carrier arrangements for each shipment.

How are small research shipments assessed as general cargo, EQ or fully regulated dangerous goods?

Confirm transport classification before considering the total weight. Non-dangerous goods must still meet general cargo acceptance conditions. For dangerous goods, check the applicable E0–E5 code, inner and outer packaging limits and other requirements. Use excepted quantities only when every applicable condition is met and the shipment is accepted. Otherwise assess fully regulated dangerous goods or another applicable option. EQ is not general cargo.

Check the official sources linked on the EQ guide against applicable rules and carrier variations.

How should multiple products in one shipment be documented?

Provide a matching MSDS, UN number, classification, packing group, inner packaging net quantity and unit count for each product. Then list each outer carton’s contents, net quantities, dimensions and gross weight. State any mixed packing, overpack or temperature-control arrangements. Check compatibility, mixed-packing restrictions and declaration requirements. Separate acceptance of each product does not establish that they may share a carton.

Review every product and outer carton, keeping cargo lists and packaging photographs consistent.

How are dangerous goods with dry ice assessed and priced?

Declare the cargo classification and dry ice UN1845 separately. Provide the target temperature range, packaging configuration, dry ice net mass, route and planned transport arrangements. Confirm carrier acceptance, vented packaging, markings, documents, logging equipment and any replenishment handover. State whether transport, packaging, dry ice, logging, dangerous goods handling, storage and replenishment are included. A supplier’s stated insulation duration is not project temperature validation.

Confirm the requirements for both the cargo and coolant against the actual carrier and configuration.
