Small quantities do not automatically qualify for EQ. Check the E0–E5 code for the actual UN entry, proper shipping name, hazard class and packing group, then confirm the quantity limits per inner and outer packaging and carrier acceptance.
Export services for companies in China
GENORDA provides chemical and dangerous goods export services for companies in China, with Hong Kong as its core operating hub. Customers can request an assessment without choosing a departure gateway in advance.
Who can enquire?
Chemical businesses, research companies, traders and laboratories in mainland China can submit cargo information for assessment.
Where is the work performed?
Mainland coordination is arranged per project through Shenzhen Kangjienuoda International Logistics Co., Ltd. or the actual executing party. GENORDA handles Hong Kong operations within its actual service and permission scope.
How is the destination assessed?
Each shipment is reviewed for classification, quantity, packaging, recipient import readiness and carrier requirements. Mainland pickup area, vehicle qualifications, handover point and fees require separate confirmation.
Review these conditions before preparing an enquiry. Preliminary review, carrier acceptance and a final quotation are separate steps. For example, E1 allows up to 30 g/30 mL per inner packaging and 1,000 g/1,000 mL of dangerous goods per outer packaging; E3 limits are 30 g/30 mL and 300 g/300 mL respectively. Check the entry and current rules before applying these limits.
Suitable clients
Customers sending research reagents or chemical samples in small inner packages and small total quantities who want to assess EQ eligibility.
Customers shipping small quantities of multiple products who can itemise classifications and quantities per inner and outer packaging.
Customers comparing EQ with fully regulated DG packaging, package counts and costs; a shipment below 1 kg is not automatically eligible.
Documents and cargo details
Provide an accurate MSDS, UN number, proper shipping name, class and applicable packing group for each product.
List the net quantity per inner packaging, each product’s quantity per outer packaging, the inner packaging count and total dangerous goods net quantity.
Provide photos of inner, intermediate and outer packagings and closures, plus required packaging performance information.
Provide outer package count, dimensions/gross weight, origin/destination, invoice and packing list; identify combinations of products in the same outer package.
Review steps
Check the E0–E5 code for the actual dangerous goods entry; E0 is not permitted under EQ, and other codes have separate inner and outer packaging limits.
Review quantities per inner and outer packaging, mixed-packing calculations and compatibility, rather than shipment weight alone.
Check intermediate/outer packaging, required tests, marks, training and applicable documents.
Check air and mainland road requirements and carrier variations separately; after acceptance review, identify an EQ arrangement, corrections or another DG option.
Possible reasons for refusal
An E0 entry or an unconfirmed EQ code cannot be tendered as EQ.
An inner/outer packaging quantity over its limit, or a noncompliant product combination, requires adjustment or a fully regulated DG option.
Unmet packaging construction, performance testing, marking or training requirements may pause shipment.
A carrier, route or destination may not accept EQ; small quantities alone do not establish eligibility for lithium batteries, dry ice or aerosols.
Cost components
Check international freight against the final package count, dimensions, gross weight and selected service.
Itemise inner/intermediate packaging, absorbent/cushioning materials, outer boxes, marks and repacking.
Identify document review, any required testing/packaging performance records and applicable carrier surcharges in advance.
Confirm mainland handover, cross-border road and destination charges separately; EQ does not universally remove surcharges or guarantee savings.

· This date records the check of public rule sources and the service conditions described on this page. The rules in force and carrier confirmation apply to each shipment.
After preparing your cargo details, share them by WeCom or email. Acceptance and the final quotation require confirmation for the shipment.
Maximum total dangerous goods quantity per outer packaging

E2

Solids are measured in grams and liquids in millilitres; for gas inner packagings, millilitres refer to the container water capacity. Check mixed packing and other applicable conditions under the current rules. E1 allows 1 kg/1 L per outer packaging, not per inner packaging. E3 limits are 30 g/30 mL per inner packaging and 300 g/300 mL per outer packaging.
Check four conditions before shipment
Applicable category
Check the EQ code for the specific dangerous goods entry; eligibility cannot be promised solely by hazard class or product name. E0 is not eligible for EQ. Lithium batteries, dry ice and aerosols do not qualify simply because the quantity is small. Check each applicable entry and transport rule.
Packaging and testing
Use suitable inner and intermediate packagings and strong outer packaging. Check absorbent material and compatibility for liquids. EQ packages must meet the applicable construction, drop-test and stacking-test requirements; an ordinary box is not sufficient by itself.
Tags and Files
Apply the prescribed excepted quantities mark with the applicable class/division and, if not shown elsewhere, the shipper or consignee name. It is not the Y-marked air limited quantities diamond. When all EQ conditions are met, a DGD is not required. Where an air waybill is used, enter “Dangerous Goods in Excepted Quantities” and the package count, and check carrier requirements.
Personnel and conditions of transport
Classification, training and other remaining applicable responsibilities cannot be waived by EQ. Destination, route, number of pieces and carrier restrictions shall be conditioned for each ship; Compliance does not mean that any courier or airline must receive it.
FAQ
Can all dangerous goods up to 1 kg be issued by EQ?
No. Check the EQ code for the actual entry first. E1 allows up to 30 g/30 mL per inner packaging and 1,000 g/1,000 mL per outer packaging; other codes may have lower limits and E0 is not permitted under EQ. Packaging, marking, training and carrier conditions must also be met.
How much can E3 be filled with?
For an E3 liquid, the limit is 30 mL per inner packaging and 300 mL of dangerous goods per outer packaging. For solids, the corresponding limits are 30 g and 300 g. These quantity limits do not replace classification or carrier acceptance review.
Can EQ be free of training or just mail it in a box?
No way. EQ still has applicable training requirements, and packaging must meet the corresponding structural and performance requirements. Exemption from the UN specification packing requirement does not amount to an exemption from the packing test, and the acceptance is subject to confirmation by carrier.
What do you need to prepare for the request?
Provide complete and consistent MSDS, UN numbers and classification, net amount of each package, quantity and total quantity of packaging per box, gross weight of the outer box size, place of departure and destination. Multi-product shipments shall be itemized and the EQ or other transport programme shall be determined after review by the operational personnel.
