How Are Charges Calculated and Dangerous Goods Shipped?
Check quotation inputs, dimensional weight, surcharges, FedEx recipient billing and dangerous goods acceptance before arranging a shipment.
Prepare cargo information for assessmentCharges & Quotations
Understand how charges are calculated and what is included before requesting a quote.
01What Information Is Needed for an Accurate Shipment Quote?
Send the following information together. A description such as “10 kg of chemicals to the US” allows only an initial enquiry, not confirmation of the channel or total price.
1. Cargo: Chinese and English product names, use, physical form and the latest complete MSDS. Include the UN number, hazard class and packing group if known; otherwise mark them “to be confirmed”.
2. Quantity and packaging: net quantity per inner packaging, number of inner packagings and outer packages, gross weight per package, and final length × width × height in centimetres. Include internal and external packaging photographs.
3. Route: collection city, destination country, city and postcode, and whether delivery is to the door, airport or port.
4. Requirements: planned shipment date, latest required delivery date, temperature requirements, and any batteries or dry ice.
5. Payment: cargo value, freight payer, duties and taxes payer, and whether the recipient’s FedEx account is requested.
Copy and complete: Product___; MSDS attachment___; UN/class___; inner quantity___; ___packages; ___kg and ___×___×___cm per package; collection___ → country/city/postcode___; door or port___; shipment date___; temperature___; cargo value___; payment method___.
02Why Can a 10 kg Shipment Be Charged at 19.2 kg or More?
Express carriers compare the packed gross weight with dimensional weight. The FedEx Hong Kong service guide gives the centimetre-based formula: length × width × height ÷ 5000, in kilograms. Customer-supplied packaging is calculated per package, then the applicable rounding and multi-piece shipment rules determine chargeable weight.
For example, a package weighing 10 kg with final dimensions of 60 × 40 × 40 cm has a dimensional weight of 19.2 kg. That weight is used for comparison, followed by the service’s billing rounding rules, so the charge is not based directly on 10 kg. Carrier rules also apply when rounding fractional dimensions.
Provide final external dimensions and gross weight. UN outer packaging, cushioning or an insulated container may change both. Air and sea freight measurement rules must be confirmed separately; the express divisor cannot be assumed to apply.
FedEx Hong Kong service guide: dimensional weight03What Charges Are Added to the Freight Rate? Does Customs Clearance Include Duties and Taxes?
Ask the quotation to identify included, excluded and potentially applicable charges, and whether each is billed per shipment, per package, per kilogram or at actual cost.
Transport charges may include international freight, mainland collection, Hong Kong connecting transport and warehouse delivery. Dangerous goods charges may include carrier surcharges, document review and declaration, packaging materials and repacking. Carrier surcharges may cover fuel, remote areas, residential delivery, oversize, overweight or special handling, depending on the cargo and service. Destination charges may include clearance, duties-and-taxes advancement services, customs duties and import taxes; inspections, storage and returns may add costs.
“Customs clearance included” describes the clearance service and does not establish that taxes are included. Confirm the tax payer and destination delivery separately. FedEx fuel surcharges may also apply to some other transportation surcharges, so applying a fuel percentage only to the base freight may be insufficient.
FedEx Hong Kong: fuel and other surcharges04Why Does a 100 g or 1 kg Sample Not Cost Proportionally Less to Ship?
Sample net weight is not chargeable weight. Bottles, outer packaging and protective materials contribute to gross weight, and large packages may be charged by dimensional weight. Document review, dangerous goods handling and collection may be charged per shipment or package.
A 100 g sample and a 1 kg sample using the same packaging and channel may fall into the same minimum billing band and have similar quotations. Confirm any minimum chargeable weight, minimum shipment charge and applicable amount in writing.
For multiple samples, submit each product’s MSDS and packaging list and compare separate and consolidated shipment costs. Compatibility and carrier requirements must be checked before combining goods; do not mix them independently simply to reduce freight.
05Why Can the Final Invoice Differ from the Initial Quote? How Long Is a Quote Valid?
The initial quote normally uses the supplied weights, dimensions, MSDS and destination. Warehouse checks may identify larger dimensions, greater gross weight, repacking needs or additional information that changes dangerous goods transport conditions. Remote addresses, import inspections and address changes can also add charges.
Before booking, check currency, validity, fuel surcharge date, estimated chargeable weight, inclusions and charges settled at actual cost. Request warehouse weight and measurement records, and agree that repacking or channel changes require cost confirmation first.
There is no universal fixed rate or validity period on this page. The written quotation for the shipment applies and should be reconfirmed if the shipment date or cargo information changes.
FedEx Hong Kong Channels
Check carrier acceptance, account billing and transit estimates separately.
01How Do I Start a Dangerous Goods Shipment Through FedEx Hong Kong?
Provide the MSDS, inner quantity, package count, gross weight, dimensions and destination postcode first. Confirm acceptance for the cargo, service and destination before arranging delivery.
1. Preliminary review: confirm transport classification and completeness of information.
2. Channel confirmation: check the specific UN entry, packaging quantities, destination and selected FedEx service conditions.
3. Charges: confirm international freight, dangerous goods handling, packaging, collection and responsibility for taxes.
4. Delivery: after acceptance arrangements are confirmed, customer service provides the shipment’s delivery location, time and document list.
5. Shipment and tracking: complete the applicable packaging, document and handover checks, obtain the waybill and follow clearance and delivery.
MSDS review, waybill creation and physical FedEx acceptance are different stages. An account or waybill number does not mean the dangerous goods have been accepted for transport.
FedEx Hong Kong: dangerous goods acceptance conditions02Can a Foreign Customer Pay Through Their FedEx Account? What Local Charges May Still Apply?
Recipient or third-party account billing can be requested, subject to the account holder’s authorization and confirmation that the account, route and service can be used for this shipment. Billing eligibility and dangerous goods acceptance must be checked separately. Supply account information through the channel specified by customer service; do not post it publicly or provide login passwords.
Specify who pays international freight, dangerous goods and other carrier surcharges, and duties and import taxes. The quotation should also state whether GENORDA’s collection, packaging, document and Hong Kong handling services are separately charged.
A recipient account does not mean the foreign customer pays every charge. Third-party billing may carry additional fees. Responsibility for refused payment or an invalid account should be confirmed under the carrier’s terms before booking.
FedEx Hong Kong: 2026 surcharges03Can FedEx Guarantee Delivery in 3 Days? When Does Transit Time Start?
Confirm document review and cargo preparation time separately from transit time after carrier acceptance. Factory dispatch, receipt at the Hong Kong warehouse, physical FedEx acceptance and flight departure are different milestones. The quotation must identify the starting milestone and whether estimates use working or calendar days.
Document completeness, packaging review, recipient import procedures, flights and destination delivery all affect arrival. A 3-day promotional statement or an unverified case is not a promise for every shipment.
For a fixed deadline, provide the required delivery date, destination postcode and the recipient’s import readiness. Confirm the latest handover time, expected carrier acceptance date and delay alternatives, and continue monitoring the waybill’s estimated arrival.
Shipping Dangerous Goods
Understand the nine dangerous goods classes, Class 9 products and available transport options.
01Can All Nine Dangerous Goods Classes Be Shipped? How Should I Enquire?
The nine classes are a classification system, not a universal acceptance list for GENORDA or FedEx. Acceptance still depends on the specific UN entry, quantity, packaging and destination.
Classes 1 and 7, explosives and radioactive material, are outside the acceptance scope stated on this site; consult a suitably qualified specialist. Class 2 gases require division-level assessment, including 2.1, 2.2 and 2.3. FedEx Hong Kong states that Division 2.3 toxic gases are not accepted; other gases also require shipment-specific confirmation.
For Classes 3, 4, 5 and 8, submit the MSDS, inner quantities and packaging information to assess express, air or sea acceptance. Being in an accepted broad class does not establish FedEx acceptance. Class 6 toxic and infectious substances require further division-level checks by qualified personnel. For Class 9, identify the actual battery, dry ice or other product before asking for a price.
You are not expected to classify a product solely from its trade name. If the UN number is unknown, provide the manufacturer’s MSDS and mark classification pending.
FedEx Hong Kong: dangerous goods classes and restrictions02How Are Class 9 Goods Shipped? Do Batteries, Equipment and Dry Ice Have the Same Price?
No. Class 9 contains goods with different properties and does not have one universal acceptance condition or price.
For batteries or battery-powered equipment, state lithium-ion or lithium-metal chemistry, whether batteries are standalone, packed with equipment or contained in equipment, model, quantity, Wh rating or lithium content, gross weight and dimensions. Provide the manufacturer’s transport information and UN38.3 test summary where applicable. Disclose damaged, swollen, recalled or recycling batteries; they cannot be quoted as normal new batteries.
For dry ice shipments, identify the actual contents, any separate hazards and the temperature requirement. Dry ice and contents must be assessed separately; “Class 9” alone is insufficient.
Small batches may be assessed for dangerous goods express. For larger dimensions or quantities, also request air and sea options. Acceptance, special approvals and cost components depend on the actual goods and route.
FedEx Hong Kong: lithium battery FAQs03Should I Use FedEx, Air Freight or Sea Freight for 20 kg of Samples or 500 kg of Cargo?
Use the same cargo information to compare two or three feasible options; kilograms alone cannot decide the mode.
For 20 kg of samples, if the goods and destination are accepted and door delivery is required, compare dangerous goods express total cost and estimated transit time first. Air freight may also be worth assessing if large packaging produces high dimensional weight.
For 500 kg, request both dangerous goods air and sea options. Check suitable packaging, pallets, port or door delivery, and local clearance and delivery costs. There is no fixed 500 kg boundary between express and air freight.
Compare total prices only after matching collection location, destination address, packaging, chargeable weight, dangerous goods charges, destination fees and delivery scope. An airport-to-airport air freight price is not directly comparable with a door-to-door express price.
04Does a Sample Below 1 kg Automatically Qualify for EQ Shipping?
A small quantity does not automatically qualify for EQ. Check the E0–E5 code for the actual UN number, proper shipping name, hazard class and packing group, then check each inner and outer packaging limit and carrier acceptance.
Solids are measured in grams and liquids in millilitres. For gas inner packagings, millilitres refer to the receptacle’s water capacity. Mixed packaging and other conditions must be checked against current rules. E1’s 1 kg / 1 L limit is the total outer packaging limit, not the inner packaging limit. E3 allows 30 g / 30 mL per inner packaging and 300 g / 300 mL per outer packaging.
View EQ limits, packaging and training requirements →Documents, Packaging & Other Questions
Check transport documents, packaging and product-specific requirements.
01What Documents Are Needed to Export Lithium Batteries?
Provide the battery model, MSDS, UN38.3 test summary and related test documents where applicable, commercial invoice and packing list. State whether batteries are standalone, packed with equipment or contained in equipment. Transport assessments, dangerous goods declarations and export packaging documents depend on the goods and actual route. These documents support assessment but do not replace the carrier’s acceptance confirmation for the shipment.
02What Is the Difference Between UN3480, UN3481, UN3090 and UN3091?
UN3480 covers lithium-ion batteries shipped alone. UN3481 covers lithium-ion batteries packed with or contained in equipment. UN3090 covers lithium-metal batteries shipped alone. UN3091 covers lithium-metal batteries packed with or contained in equipment. Lithium-ion and lithium-metal batteries have different chemistries, packaging requirements and transport restrictions. GENORDA can help assess the UN entry and packaging based on battery type and shipment configuration.
03How Do Hong Kong and Mainland FedEx, DHL and UPS Document Requirements Differ?
Document requirements may differ by origin, carrier and cargo. Hong Kong shipping does not universally remove assessment or documentation requirements. Provide the latest complete MSDS, packing list, commercial invoice and packaging information. Customer service checks whether the selected channel needs a transport assessment, licence or other supporting documents. For mainland exports to Hong Kong, the mainland declaration, inspection and packaging requirements must also be confirmed separately.
04Are MSDS and Dangerous Goods Packaging Documents Required for Chemical Exports?
Provide the latest complete MSDS for transport hazard assessment. Whether transport assessment reports, packaging performance inspection or packaging-use verification documents are needed depends on the goods, export stage and shipping service. A dangerous goods packaging document is not simply proof of purchasing UN packaging, and UN packaging does not replace applicable export formalities. List the documents available, missing items and planned shipment date so customer service can confirm the requirements for this shipment.
05Can Powder Chemicals Be Shipped by Air?
Powder chemicals can be submitted for assessment. Their appearance does not establish whether they are dangerous goods. Provide the MSDS, product use, net quantity per packaging, package count, gross weight and packaging photographs. Confirm transport classification before checking destination and airline acceptance. Complete any required assessments or tests first; do not declare potentially dangerous powder as general cargo because a report is not yet available.
06How Is −78°C Dry Ice Cold Chain Shipping Arranged?
Start with the product use, manufacturer-specified temperature range, quantity, packaging, origin and destination. Assess the contents and dry ice separately for transport classification and carrier acceptance. Select the dry ice quantity and insulation for the packaging, load, expected journey and possible delays. Packaging must release carbon dioxide; check the applicable UN1845 and dry ice net-mass markings, labels and documents. Agree three separate temperature services: an offline logger stores readings on the device; online monitoring uploads only when the device is approved for use and connected to a network, with no default real-time upload during flight; post-delivery readout means an agreed person exports and checks the recorded data. Equipment, recording start and end points, alerts and dry ice replenishment must be agreed for the shipment. A logger alone does not prove that the required temperature was maintained. DHL tracking screenshot TR-20261010-02 has been added for this case. It shows collection in Hong Kong, customs release in Tokyo and Delivered status on 2026-08-20 at 15:48. Cargo classification, the original waybill, the temperature curve and signed proof of delivery remain to be supplied. The screenshot does not establish continuous −78°C conditions, temperature compliance or a signed customer acceptance.
07What Is the Difference Between Dangerous Goods Air Freight and Express Shipping?
Dangerous goods express operates through an express network and is usually quoted door to door. Air freight can be quoted to an airport or with onward door delivery. Both have acceptance restrictions for the cargo, quantity, packaging and destination. Compare the scope of international freight, dangerous goods handling, clearance and final delivery, and confirm document preparation time separately from estimated transit after carrier acceptance.
08What Certifications May Be Needed for Lithium Battery Exports to Europe?
Separate transport documentation from EU market requirements. For transport, check the battery model, shipping configuration, applicable UN entry, UN38.3 test summary, packaging and carrier conditions. Provide the MSDS and additional test documents as required for the shipment. For EU market placement, assess Regulation (EU) 2023/1542 on batteries and waste batteries, its applicable transitional provisions and any other product rules against the actual battery or battery-containing equipment, intended use and placement date. CE marking, IEC 62133, WEEE and RoHS are not a universal document list for every battery export; applicable law, importer obligations and customer requirements must be checked separately.
09What Is the General Process for International Chemical Shipping?
The usual process is to confirm composition, use, MSDS and transport classification; assess accepted transport options against the cargo, location, destination and deadline; check applicable documents and packaging; agree responsibilities and formalities for mainland export, connecting transport and Hong Kong departure; hand over the cargo and follow carrier updates; and coordinate destination clearance and delivery within the agreed scope. GENORDA coordinates documents, packaging and Hong Kong operations under the shipment’s instructions. Mainland arrangements are handled by Shenzhen Kangjienuoda International Logistics Co., Ltd. or the actual operator appointed for the project. Steps, service limits and delivery outcomes require shipment-specific confirmation; a process description is not a completed result or a general guarantee.
10How Should Chemicals Without Dangerous Goods Packaging Documents Be Assessed?
First confirm whether packaging evidence is required and whether the missing document concerns packaging performance, packaging use or another requirement. Provide the MSDS, existing packaging and documents, cargo location and destination. Customer service can assess available channels and the route for supplying missing documents. Hong Kong transshipment does not automatically remove mainland export requirements. Do not deliver to the warehouse or reclassify goods as general cargo before documentation and acceptance conditions are confirmed.
11Can Lithium Batteries Be Shipped by Sea?
Lithium batteries can be submitted for sea-freight assessment under the current IMDG Code and shipping-line conditions. State the chemistry, whether batteries are standalone, packed with equipment or contained in equipment, model, Wh rating or lithium content, quantity, condition and UN38.3 information. Check packaging, declarations, package marks and labels, and container placards against the actual UN entry, special provisions and loading arrangement. UN specification packaging or Class 9 placards must not be assumed for every battery shipment. GENORDA can assess FCL or LCL arrangements; acceptance and documents depend on the battery, shipping line, route and destination.
12What Packaging Requirements Apply to Dangerous Goods?
Check packaging against the transport mode, UN entry, packing group where assigned, and applicable packing instruction. Dangerous goods do not all require the same UN outer box. Where UN specification packaging is required, check its performance level, specification, permitted capacity or mass, and compatibility with the inner packagings. Other packaging must still meet the applicable strength, leakage, damage and short-circuit requirements. Confirm absorbent and cushioning materials, marks and labels, and any battery state-of-charge limits for the actual goods. GENORDA can check packaging photographs and the planned configuration before handover. This review is not carrier acceptance, and a UN marking alone does not establish compliance for the shipment.
13What Should Be Checked Before Shipping Biological Reagents Internationally?
Identify the product, use, manufacturer-specified temperature range, sample source and any infectious risk. The term “biological reagent” does not determine its temperature requirement or transport classification. Where infectious-substance rules apply, suitably qualified personnel must assess the relevant entry, such as UN2814, UN2900 or UN3373, and the packaging and documents, then confirm acceptance for the shipment. Assess dry ice separately under UN1845 and the carrier’s conditions. Confirm the recipient’s import permits and clearance documents in advance. If temperature evidence is required, agree offline recording, online monitoring and post-delivery readout separately. Specify equipment, recording start and end points, permitted network operation, the person reading the logger and how data will be delivered. Real-time upload during flight is not assumed. Review exported records for gaps and temperature excursions; uninterrupted control or customer acceptance is not guaranteed.
14How Does Shipping Dangerous Goods from Shenzhen Differ from Shipping via Hong Kong?
Differences include origin formalities, connecting transport, available carriers and total charges. Compare complete Shenzhen-origin and Hong Kong-transit arrangements using the same MSDS, packaging and destination information, including mainland collection, export and Hong Kong connecting charges. Whether Hong Kong is faster and which documents are needed depends on the cargo and route. Comparing only the Hong Kong departure price is insufficient.
15How Is Cargo Insurance Arranged for Chemical Exports?
If cargo insurance is required, provide the product name, value, UN number and classification, packaging, transport mode and complete route for the insurer’s assessment. Check the coverage start and end points, insured value, deductible and treatment of leakage, damage, temperature excursions, delay, rejection and return. “All Risks” does not cover every loss or guarantee cargo safety. GENORDA can coordinate enquiries and supporting documents; acceptance, premiums and claims conditions are governed by the insurer’s confirmation and the actual policy.

Consolidation & Cold Chain Practice
Confirm information, costs and service scope for consolidation, warehouse handover and cold chain arrangements.
01Can Cargo from Several Factories Be Consolidated at the Hong Kong Warehouse?
You can request centralized receipt, consolidation or combined shipment from GENORDA. Provide each supplier’s cargo list, expected warehouse arrival, package count, dimensions and weights, and the complete address for the common recipient. Combining packages or waybills requires confirmation of compatibility, packaging, documents and carrier conditions. Compare separate and consolidated total costs before deciding. No fixed savings percentage is promised.
Related guide: warehouse and handling information02Does Each Supplier Still Need to Provide Separate Cargo Information?
Yes. Retain each batch’s product name, quantity, value, source, packaging information and applicable MSDS so invoices and packing lists can be checked. Consolidation does not remove the need to identify any batch. Document aggregation and the number of waybills depend on the goods, transaction and destination requirements.
Related guide: MSDS Section 14 transport information03Why Might Cargo Need Repacking After Arrival at the Warehouse?
Packaging suitability depends on the cargo and transport plan. Warehouse checks may identify damage, changed dimensions or packaging unsuitable for the selected channel. Confirm the revised arrangement and charges first. After repacking, recheck external dimensions, gross weight, labels and relevant documents; the quotation may need updating.
Related guide: choosing UN packaging04Can Goods Be Shipped as General Cargo If MSDS Section 14 Says Non-Dangerous?
Do not arrange shipment solely on that line. Provide the complete MSDS matching the actual product, composition or product information, quantity and packaging details. Different transport modes may use different classification requirements. Resolve conflicting information or carrier requests for supporting explanations before proceeding.
Related guide: interpreting MSDS Section 1405Why Is There No Carrier Acceptance Scan Even Though a Waybill Has Been Created?
Creating a waybill, physically handing over cargo and the carrier’s acceptance scan are different milestones. Ask customer service to confirm the cargo’s current stage, handover time and receipt records. Preliminary review, document preparation and actual carrier acceptance are not interchangeable. Transport status follows the handover records and carrier tracking updates.
FedEx Hong Kong: dangerous goods acceptance conditions06Does a Previously Shipped Product Need Review When the Quantity or Destination Changes?
Submit the current quantity, packaging and destination again. Previous acceptance does not automatically cover this shipment. Quantity, dimensions, weight, classification and destination can change acceptance conditions. Whether fresh pre-approval is required depends on confirmation for the selected service.
FedEx Hong Kong: dangerous goods acceptance conditions07Does an RV Model Number Indicate Usable Cargo Capacity in Litres?
Do not infer cargo capacity from the model number alone. Check the listed usable dimensions and provide actual packed cargo dimensions and piece count for placement and compatibility assessment. External, internal and usable dimensions describe different measurements. The final loading plan also depends on the selected temperature-control configuration.
Related service: cold chain shipping08Are Nominal Insulation Durations of 120, 168 or 240 Hours a Shipping Guarantee?
No. The figures are nominal insulation durations from the supplied product list. Confirm the complete test environment, load and configuration when selecting a model. Nominal duration is not a guaranteed number of shipping days and cannot be extrapolated directly to different cargo or routes.
Related guide: insulated packaging and coolant selection09Does Cold Chain Chargeable Weight Include the Insulated Container and Logger?
Provide the final external packaging dimensions and actual gross weight, including the packaging and accessories travelling with the cargo, and confirm the quotation’s service scope. A product-specification weight is not automatically the final chargeable weight. Check packaging, data recording, transport and any recovery or return costs together.
Related guide: packaging and transport costs10Can a Temperature Logger Always Upload Data During a Flight?
No. Offline temperature recording stores readings on the device. Online monitoring uploads data when the device is approved for use and connected to a network. Post-delivery readout exports stored data after receipt; it is not real-time monitoring during transport. Operation or transmission in flight depends on the device, airline authorization and network conditions. Before booking, agree the device model, recording coverage and start and end points, the person reading the data, exception notifications and data handover. A full-journey record does not by itself establish continuous connectivity or temperature compliance.
